Career Biography

Marc Neff became Of Counsel to Zarwin Baum in 2012. Marc focuses his practice on the criminal defense of individuals and corporations in State and Federal Courts at both the trial and appellate levels. He has handled a wide variety of criminal cases, including white collar cases, drug distribution, money laundering, RICO, bank fraud, mail fraud, insurance fraud, criminal tax offenses, environmental crimes and serious crimes of violence such as aggravated assault and murder. His experience also includes asset forfeiture, federal sentencing guideline and post-conviction matters.

Marc came to the firm with extensive criminal defense  experience, including numerous jury and non-jury trials before a wide variety of State and Federal Judges throughout Pennsylvania and in New Jersey. Although based in Philadelphia, Marc represents individuals and corporations facing serious criminal charges throughout Pennsylvania and New Jersey, across the United States, and in appropriate cases, internationally.
 
Marc began his career in a partnership with an elder statesmen of the criminal bar. For fifteen years, and prior to becoming Of Counsel to Zarwin Baum, Marc was a sole practitioner. In 2013, Matthew Sedacca, Esquire, a former Assistant District Attorney with extensive trial experience joined Mr. Neff. Supported by the highest caliber of assistants and para-professionals, including law clerks, research assistants, paralegals and investigators, they approach each case in the same manner, “Preparation is the key to bringing a matter to a successful conclusion.” In addition to legal para-professionals, they maintain a network of expert witnesses to be utilized on a case-by-case basis. These experts include accident reconstructionists, drug experts, DNA experts, forensic toxicologists,, forensic pathologists, forensic accountants and others.
 
Marc is admitted to practice in Pennsylvania and New Jersey, before the United States District Courts for the Eastern, Western and Middle Districts of Pennsylvania, the District of New Jersey, the United States Court of Appeals for the Third Circuit and the United States Supreme Court. He has appeared in numerous other states either pro hac vice or on a consulting basis.
 
A seasoned criminal defense attorney, with over 30 years trial experience, Marc often lectures to other criminal defense lawyers, through continuing legal education seminars, in a variety of different aspects of criminal trial practice, including cutting edge tactics and litigation strategy. As a result of his high profile clients, Marc is a frequent guest on local and national radio and television programs.

 

Representative Matters

As counsel for the Pennsylvania State Education Association, Marc has successfully represented hundreds of teachers charged with employment related crimes such as corruption of minors, rape, aggravated assault, theft of services and other felony offenses. In over twenty five years representing teachers and other school employees, he has an unparalleled record of acquittals.
 
In a recent high profile child pornography prosecution of a physician, obtained a sentence significantly below the Federal Sentencing Guidelines.
 
Represented a sitting Common Pleas Court Judge in a criminal investigation where the Judge never was charged.
 
Represented a medical professional in a high profile assault case resulting in a not guilty verdict.
 
Successfully represented a personal injury attorney charged with insurance fraud regarding his practice.
 
Secured a not guilty verdict for a major junk yard owner charged with running one of Philadelphia’s largest “chop shops.”
 
Won dismissal of all charges against a major marijuana grower in pretrial motions to suppress the evidence.
 
Represented a high profile financial executive charged with assaulting a police officer that had come to his home to investigate an auto accident. Verdict - Not Guilty.
 
Successfully litigated the return of almost one million dollars in alleged criminal proceeds of money laundering by showing the legitimate income of the defendant’s business.
 
Obtained a Governor’s Pardon for a Ph.D whose criminal record from the 1970's inhibited his ability to obtain new employment.
 
Successfully represented a world class musician facing criminal charges by convincing the authorities to decline prosecution.
