David Oh has merged his small law firm into 45-lawyer Zarwin Baum DeVito Kaplan Schaer Toddy. Oh, whose practice includes workers compensation, casualty defense and immigration, will help the firm launch government relations and international practice groups, Zarwin Baum managing partner Mitchell Kaplan said.

Oh has strong international contacts in South Korea. Zarwin Baum co-founding partner E. Harris Baum happens to be honorary consul general for South Korea, where he works with and coordinates numerous Korean organizations and develops programs to foster cooperation between Korean and Pennsylvania businesses to mutually expand their markets. He also acts as a liaison between the Philadelphia community and the Korean Embassy in New York.

Oh has operated his own firm since 1990 and brings an associate and immigration specialist with him. He came within a thin margin of winning an at-large seat as a Republican on Philadelphia City Council in 2007 and served on the transition team for Ed Rendell's mayoral administration.
