New Economic Development Incentives Provided by Pennsylvania's DCED

The Commonwealth’s Department of Community and Economic Development (DCED) has set forth various loan and grant programs dedicated for capital projects and economic development.  The loan programs come in the form of low-interest, extended terms products that can be subordinate to senior private financing.  The majority of the grant programs are primarily for local or government funded projects which include upgrades to the local infrastructure giving private development projects an indirect benefit.  These programs are usually tied to job creation and require partnership with the local industrial development corporations, such as the Philadelphia Industrial Development Corporation or the Montgomery County Industrial Development Corporation.  In addition to funding capital improvement projects, there are products to aid existing business owners.  These products take the form of loan guarantees, bridge loans in conjunction with grant programs, and for projects promoting green and sustainability building practices.
