Board of View Appointed in De Facto Taking Case

Following several days of hearing and substantial briefing on novel issues of eminent domain law, Tony Twardowski and Scott Goldstein convinced the Court that the City of Philadelphia had constructively seized nearly eight acres of privately owned property, on which the owner planned to develop a multi-unit residential community, and at the urging of a local civic association which opposed the development, effectively converted the property into a public park.
