Career Biography

Alan Wohlstetter is a Shareholder and head of the Firm's Public Finance and Education practices. Alan has been involved in financing over thirty charter schools, including schools in Pennsylvania, California, Texas, Colorado and North Carolina.

In the area of Public Finance, Alan has focused on financings related to transportation and education.  He has worked with the Pennsylvania Turnpike Commission on two major bond financings in the past year.  He was co-Bond Counsel on its $389,155,000 Turnpike Subordinate Revenue Bonds (Series 2016A) and on its $231,425,000 conversion of Registration Fee Revenue Refunding Bonds in 2015.  The firm has been approved by the Office of General Counsel to serve as Bond Counsel on Bond financings for the Commonwealth and its various agencies.
In the area of education finance, Alan served as lender’s counsel to a commercial bank in the private placement of $19,000,000 of tax-exempt bonds issued for the benefit of Philadelphia University, and $75,000,000 of tax-exempt bonds for the benefit of Lehigh University.  Alan recently served as Disclosure Counsel on the $7 million bond financing for an Afro-centric charter school in Philadelphia.  He also represented the underwriter of an $11,000,000 bond financing for Research Triangle High School in North Carolina - the fifth state in which Alan has completed a charter school financing.

Representative Matters

Represented a large Philadelphia provider of behavioral health services with respect to back taxes owed to the Commonwealth.  The result: a quarter of the debt was forgiven; the balance is to be paid over five years; and the organization can continue to serve over 6,000 clients annually with services ranging from drug and alcohol counseling to adult and children’s mental health services, regardless of income.
Served as Bond Counsel and Underwriter’s counsel on over $3 billion of bond financings.
Served as Co-Bond counsel to the Pennsylvania Turnpike Commission on over $600 million of bond financings since 2015.
Represented a commercial bank in a private placement of $75 million of tax-exempt bonds for Lehigh University.
Represented a commercial bank in a private placement of $19 million of tax-exempt bonds for Philadelphia University.
Completed a $7 million bond financing as Disclosure Counsel for Harambee Institute of Science and Technology, an Afro-centric charter school in Philadelphia. 
Completed an $11 million bond financing  for Research Triangle High School in North Carolina. 
Served as Pennsylvania counsel to the Carlyle Group in their unsuccessful bid to purchase the City of Pittsburgh’s parking assets.
Served as Pennsylvania counsel to the Delaware River Joint Toll Bridge Commission on the proposed tolling of the Scudders Falls Replacement Bridge.
Financed permanent campuses for over thirty charter schools in five states through the issuance of tax-exempt bonds.
