Alan is often involved where the public and private sectors intersect – bringing private sector best practices into the public sector, yet ensuring that public policy principles are respected. He is expert at clearing away legal, financial and operational issues to allow governmental entities and non-profits to access the capital markets efficiently. Alan is passionate about personal growth, and supporting others in achieving their unique destiny.
Alan Wohlstetter is a Shareholder and chair of the Firm’s Public Finance and Charter School Law practices.
In the area of Public Finance, Alan has focused on financings related to transportation and education. He has worked with the Pennsylvania Turnpike Commission on over $1 billion of bond financings. His work with the Commission dates back to 2007 when he was their lead outside counsel in the drafting and passage of Act 44, a public-public partnership between the Commission and PennDOT funding both the Turnpike and public transit throughout Pennsylvania.
In the area of education finance, Alan served as lender’s counsel to a commercial bank in tax-exempt private placements for colleges, universities and non-profits in the region. He has been involved in over thirty charter school financings around the country. Alan also served as counsel in creation of the financing vehicle through which school districts in Pennsylvania may fund their OPEB liabilities on a tax-deferred basis. He was the architect of an early retirement program for the School District of Philadelphia, an important tool in balancing the District’s budget.

Served as Underwriter’s Counsel, Bank Counsel and Remarketing Agent Counsel in the Pennsylvania Turnpike Commission’s issuance of $225,820,000 of Variable Rate Demand Bonds backed by a Letter of Credit from TD Bank, N.A.
Financed permanent campuses for over thirty charter schools in five states through the issuance of tax-exempt bonds.

With his experience with over $1 billion of financings for private independent schools, colleges and universities and charter schools, he addressed prioritizing your school’s vision and values in responding to the crisis, negotiating an interest deferral from your lender and preparedness for this crisis and those to come. The webinar was done in partnership with Independent School Management, with member independent private schools throughout the U.S. and Canada.
